The Centers for Medicare & Medicaid Services (CMS) has implemented, through provisions of the American Recovery and Reinvestment Act of 2009 (ARRA), incentive payments to eligible professionals (EP) and eligible hospitals (EH) participating in Medicare and Medicaid programs that are meaningful users of certified electronic health record (EHR) technology. The incentive payments are not a reimbursement, but are intended to encourage EPs and EHs to adopt, implement, or upgrade (AIU) to certified EHR technology and use it in a meaningful manner.

The Louisiana Medicaid State Level Repository (SLR) is designed for eligible professionals (EP) and eligible hospitals (EH) to attest to meeting the requirements for the L.A. Medicaid Promoting Interoperability Program. The L.A. Medicaid Promoting Interoperability Program is administered by Louisiana Department of Health.
Louisiana Launches Health IT Environmental Scan (eScan) Survey
The Louisiana Department of Health is pleased to request your participation in the final Louisiana Health IT Environmental Scan (eScan). The eScan survey seeks provider responses on health IT and Health Information Exchange (HIE) related topics now through October 8, 2021.

The survey is a part of Louisiana’s final State Medicaid Health IT Plan (SMHP) update. Input from healthcare providers is needed to better understand the current health care technology landscape, illustrate Louisiana’s progress of Electronic Health Record (EHR) adoption since the inception of the Promoting Interoperability program to today, and identify areas of opportunity to ensure continued progress toward statewide and national interoperability. Topics of the survey include EHR, Health Information Exchange (HIE), Social Determinants of Health (SDOH), and the Promoting Interoperability (PI) Program.

Please note: All existing and returning providers who are using the New LA SLR Application for the first time will need to resubmit their EHR registration at the CMS Registration & Attestation site in order to begin their attestation for the Louisiana Medicaid EHR Incentive Program. Once you have resubmitted your registration please allow 24 to 48 hours to allow for the registration data to be processed prior to your initial log-in. Also make note of your CMS Registration Confirmation Number that you are assigned as that will be needed to log into the LA SLR.

Upon successful registration, the CMS system will provide a unique CMS Registration ID to the provider, and will transmit registration data to the L.A. Medicaid SLR. The LDH will verify the provider’s eligibility to participate (generally within 24-48 hours), and will email confirmation of eligibility to the provider along with information about how to proceed with attestation. After the initial registration, the provider will not need to return to the CMS Registration and Attestation System unless registration information needs to be updated.

Users working on behalf of an eligible provider for registration and/or attestation must have a CMS Identity and Access Management System (I&A) Web user account (User ID/Password), and be associated to the provider’s NPI. In absence of a CMS I&A account, an individual may not act as a surrogate user on behalf of the provider for registration or attestation.
